Elizabeth Warren (D-MA) is pressing the Trump administration for more information on potential plans to \u201cprop up\u201d major AI companies with money from taxpayers. In <a href=\"https:\/\/www.documentcloud.org\/documents\/26285476-warren-letter-to-sacks-and-kratsios\/\" target=\"_blank\" rel=\"noopener\">a letter to David Sacks<\/a>, the White House special advisor for AI and Crypto, and Michael Kratsios, the director of the Office of Science and Technology Policy, Sen.Warren writes that President Donald Trump\u2019s \u201cclose ties\u201d with AI executives and donors \u201craise concerns that the Administration will bail out AI executives and shareholders while leaving taxpayers to foot the bill.\u201d<\/p>\n<p class=\"has-text-align-none\">Warren, who is a ranking member on the Senate Committee on Banking, Housing, and Urban Affairs, points to a recent interview with OpenAI CFO Sarah Friar, who suggested <a href=\"https:\/\/www.nytimes.com\/2025\/11\/06\/technology\/openai-finances-debt-data-centers.html\" target=\"_blank\" rel=\"noopener\">the government could \u201cbackstop\u201d<\/a> the company\u2019s investments in AI, before <a href=\"https:\/\/www.linkedin.com\/posts\/sarah-friar_openai-wants-federal-backstop-for-new-investments-activity-7392049356012507136-wAV7\/?utm_source=share&amp;amp;utm_medium=member_desktop&amp;amp;rcm=ACoAAClBTFwB3e8ij9qjwcRz2ZX6ZrzRUoQ467w\" target=\"_blank\" rel=\"noopener\">walking back<\/a> the statement. However, Warren notes that OpenAI <a href=\"https:\/\/cdn.openai.com\/pdf\/21b88bb5-10a3-4566-919d-f9a6b9c3e632\/openai-ostp-rfi-oct-27-2025.pdf\" target=\"_blank\" rel=\"noopener\">wrote a letter<\/a> to Kratsios in October, requesting that the Trump administration expand the government-funded Advanced Manufacturing Investment Credit (AMIC) \u2014 which is supposed to go toward semiconductor manufacturers \u2014 to support AI server production and data centers.<\/p>\n<p class=\"has-text-align-none\">OpenAI CEO Sam Altman said last week that the company does \u201cnot have or want government guarantees for OpenAI datacenters,\u201d adding that \u201ctaxpayers should not bail out companies that make bad business decisions.\u201d Despite the billions that <a href=\"https:\/\/www.theverge.com\/ai-artificial-intelligence\/776170\/oracle-openai-300-billion-contract-project-stargate\" target=\"_blank\" rel=\"noopener\">AI companies like OpenAI<\/a> and <a href=\"https:\/\/www.theverge.com\/news\/819072\/anthropic-50-billion-infrastructure-ai-data-center-investment\" target=\"_blank\" rel=\"noopener\">Anthropic are pouring<\/a> into the technology, they\u2019re seeing far less in return, raising questions about what <a href=\"https:\/\/www.theverge.com\/ai-artificial-intelligence\/812455\/ai-industry-earnings-bubble-fomo-hype\" target=\"_blank\" rel=\"noopener\">might happen to these startups if AI demand doesn\u2019t pan out<\/a>. Meanwhile, tech executives have <a href=\"https:\/\/www.theverge.com\/policy\/772760\/tech-ceos-ai-trump-white-house-dinner\" target=\"_blank\" rel=\"noopener\">spent months attempting<\/a> to flatter President Donald Trump at White House dinners and with donations, with <a href=\"https:\/\/www.theverge.com\/news\/806027\/trumps-got-big-tech-and-crypto-bankrolling-white-house-ballroom\" target=\"_blank\" rel=\"noopener\">Amazon, Apple, Google, and Meta pitching<\/a> in to build a White House ballroom. Warren and other lawmakers have characterized some of these contributions as <a href=\"https:\/\/www.theverge.com\/policy\/800193\/google-youtube-senators-letter-warren-wyden-bribe\" target=\"_blank\" rel=\"noopener\">potential bribes<\/a>.<\/p>\n<figure class=\"wp-block-pullquote\">\n<blockquote>\n<p>\u201cOpenAI\u2019s actions suggest that it may be pursuing a deliberate strategy to entangle itself with the federal government.\u201d<\/p>\n<\/blockquote>\n<\/figure>\n<p class=\"has-text-align-none\">Earlier this month, Sacks pushed back on concerns that the government will back up AI startups, <a href=\"https:\/\/x.com\/DavidSacks\/status\/1986476840207122440\" target=\"_blank\">saying<\/a> \u201cthere will be no federal bailout for AI.\u201d<\/p>\n<p class=\"has-text-align-none\">Warren, however, expresses skepticism. \u201cWhile Mr. Altman has claimed that the company is not looking for a \u2018bail out,\u2019 OpenAI\u2019s actions suggest that it may be pursuing a deliberate strategy to entangle itself with the federal government and the broader economy so the government has no choice but to step in with public funds,\u201d Warren writes. \u201cWe have seen this before: take on enough debt, make enough risky bets, and then demand a taxpayer bailout when those bets go south so the economy does not crash.\u201d<\/p>\n<p class=\"has-text-align-none\">Sen. Warren is asking Sacks and Kratsios if the Trump administration has any plans or proposals to provide a backstop for OpenAI and other firms. She\u2019s also seeking information about what kind of government assistance the administration plans to give OpenAI and other companies, as well as whether they think AMIC should apply to AI buildout.
